mysqladmin has nothing to do with freeradius and therefore wont be installed with freeradius-mysql. you need to ensure that you have the MySQL package installed and also whatever package supplies mysqladmin alan - List info/subscribe/unsubscribe? See http://www.freeradius.org/list/users.html
