I ran a find for sql.h and it is not in /usr.
And neither pkg exists for mysql-connector-odbc-devel nor
mysql-connector-odbc-dev.
There is this:
/usr/local/src/freeradius-server-2.1.10/src/modules/rlm_sql/rlm_sql.h
Still not sure how to resolve this.
Ask your distro list/forum/support, the package name can be
distro-specific. Or build unixodbc from source.
For example, on Ubuntu, it should be unixodbc-dev
