UTF-8 is not special and does not require special config, yes it's supported.
The only thing you have to do is get the UTF-8 into the data store you're using (users file, SQL, ldap, etc.). How to do that is *NOT* FreeRADIUS specific, rather it's a generic issue specific to the tools you're using to manage your data so please do not ask how to do it here.
