Shouldn't setting "read_groups='yes'" be enough? The documentation
says so, and it works for mysql.
AFAICT the source code checks for and honours Fall-Through in the
radreply/radgroupreply variables, and assumes "no" if it's absent.
I don't have time to give the code a re-read/test right now.
