Just use IMSI (3GPP-IMSI? Calling-Station-Id?) as
User-Name, then insert "Auth-Type := Accept" line
for that username into radcheck table:
insert into radcheck(username, attribute, op, value)
values ('255019501234567', 'Auth-Type', ':=', 'Accept');
