So you want:

authorize {
        eap-eleves {
                ok = return
        }
}

authenticate {
        Auth-Type eap-eleves {
                eap-eleves
        }
}

It sets its xlat name (the instance name) as the Auth-Type, and as you've not 
defined that it's complaining.
