The post-proxy stage has NOTHING to do with the home server. If the
home server rejects the request, the issue is WAY before the
post-process stage.

No.
See my reply to Phil. You need to set:
proxy_tunneled_request_as_eap = no
in eap.conf, peap{} subsection.
