Vocab system changed (primarily for multi-language support). The former
VOCAB.000 is now (IIRC) VOCAB.900, which, among other things, uses normal
null-terminations instead of the odd high-bit scheme.

Probably because the format of one of the _known_ commands changed slightly,
causing the data pointer to go wild.
