Hmm.  This is an interesting problem.  Basically, a keypress is actually
two events -- keydown and keyup.  for the metakeys, it's important that
we track the up seperately.

if you release it when it's not in focus, we never get a keyup event.

This won't be an issue with the SDL driver, but with the xlib
driver, I'm not sure if XKeyboardEvents have a list of 'active'
modifiers.
