$SUBJECTS_DIR/fsaverage should be symbolic link to $FREESURFER_HOME/subjects/fsaverage.
Can you check if it exists? There should be lh.FG1.mpm.vpnl. label and rh.FG1.mpm.vpnl. label in $SUBJECTS_DIR/fsaverage/label/ directory. What is your command? Running the command by itself will show the help.
