Hello!

Did not have time to play with codec2 for a while. Anyway, I tried 1200
bit/s, want to give a presentation about codec2 this weekend, still 1200
bit/s fails with c2enc in revision 382 :

c2enc: codec2.c:848: codec2_encode_1200: Assertion `nbit ==
codec2_bits_per_frame(c2)' failed.

I could not find a fix for that in codec2-dev. Can you help me, I would
really like to demonstrate 1200bit/s.
