Good question, I don't know if existing FM repeaters could relay a 
2400/1800/1200 bps GMSK signal. 

If you want to achieve the highest data throughput without having to use linear 
amplifiers then I'd say C4FM (4-level FSK) is the way to go. 

If you can use linear amplification then the 256QAM system used in Digital TV 
has considerable merits.
