I got PowerPC working enough to test (byte swap the files), and it
sounds fine, but it isn't even remotely close to meeting this standard.

My gut feeling is that the phase of the whole file gets moved.
This is because things sound fine, but only 6% of the samples
would pass your test.

Huge differences in the output bytes do not seem to equate to
huge differences in the quality.
