Ok, I think I figured it out.
None of the existing makefiles use -DNDEBUG... They ALL use -g, so it looks
like my build is exposing an existing bug that has nothing to do with CMake.
That means that the Windows installer I uploaded to freedv.org should be
"good" but I would still like some test reports with confirmed good TX
results before calling it "done"
In the meantime, we should still try to find the root cause of the error
but I don't see that it should hold anything up.
