Ok, I got octave working where I could print a PNG since I use remote
access (no X server available) and did some experimenting...

I used the pl2.m module and compared the autotools build to two versions of
the cmake build, one my installed version w/ -O2 and a local build w/ -O3.
I used the settings from David's original email (./c2enc 1300.... etc.)

I can provide the graphs but there's nothing interesting on them. In both
comparisons the second graph, which I assume is the 'diff' showed nothing,
just a straight line on 0.

Since I can't reproduce the problem, it doesn't look like a flag issue.

An interesting tangent to this would be to check the output of the mingw
build for windows but since it's gcc based I wouldn't expect it to be
different.
