What I think you are referring to is the SCT3252 chip from Sicomm.

It has an ASELP vocoder from Tsinghua University for which you need to buy a 
security key for and also the dPMR AMBE+2C vocoder for dPMR.

It only supports dPMR Tier 1 and 2, not 3 at present.

All the Chinese manufacturers seem to be getting a bit excited about it for 
some reason...

DMR/Mototurbo seems a much better bet than dPMR ;)
