Well, if it was missing then it should have errored out during the cmake
configuration so I'm thinking someone else may be going on here...

Yes, when I initially added the speex library I wasn't sure what you were
planning on using it for so it's currently always checked for, but seeing
as it's only required if UNITTEST is true then it can be moved there. We
also don't need to worry about adding it to the list of link libraries
since it's added directly to speexnoiseup.

I'll go ahead and make that change but I'd like the extra info from Alfred
before committing.
