It looks like LGPL 2.1 only. David would have to say whether that's
intentional. And yes, FreeDV is GPL rather than LGPL. In general I do advise allowing the later versions or simply switching to them. The case law has changed significantly since Richard wrote version 2, and licenses should keep up with the law if there is a hope of having them hold up in court.
