In the military (back in the 70's with analog voice scramblers ("parkhill") 
it required the operator to modulate their voice in a communications style, 
rather than say a conversation style.

The example audio has the operator in what I call the conversation style. 
He thinks he is on the telephone with a large sample rate.

Instead, if you were to speak like there was a string between two cans, you 
would try to use your command voice.

One other thing I read about the new low baud military vocoders, is they 
use two microphones. One is placed on the operators throat, and another in 
the helmet to pick-up the surrounding environment. Thus, for example, the 
operator can communicate even inside a helicopter with the doors open.

Here, still, the operator probably shouldn't talk like he's in a late-night 
rag chew, but more like he was in a contest, and trying to maximize his 
number of 5 by 9 reports in a 3 by 3 environment.
