I had the same problem.  The issue is that the default installation folder is 
in the \Program Files folder and I think the GUI must attempt to write into 
this folder and Win 10 will not allow that.

Reinstall it into the C:\ folder and it will work.  Otherwise run it as 
Administrator which also works but you have to do that every time you run it.  
I do not recall the problem with the 32 bit v1.2 but it is there in the 64 bit 
version 1.2.
