Not strictly true… in a bona-fide emergency or when controlling a remote automatic station, the ACMA rules permit it. (ACMA LCD section 8 3A; pages 9 and 10 of http://www.wia.org.au/licenses/assessor/documentation/documents/Radiocommunications_Licence%20Conditions_Amateur_Licence_Determination_2015.pdf) SSH over AX.25 to your digipeater up on a mountain top somewhere would be perfectly fine, as would a station being operated during a bushfire event using OpenPGP to encrypt peoples' personal data before "emailing" it via a digital radio network to some other party that might then relay it onto some emergency response group.
