Hi David, Yeah, I think something that just listens/uploads recordings (and doesn't retransmit) would have the least amount of impact on the bands. In fact, that sort of setup would allow people to download recordings at their leisure in case they're portable or otherwise busy.
As for CW, IIRC it's allowed everywhere on the ham bands per FCC rules.
