You can set your language preference in most browsers, which is then 
sent with every page request. Theoretically the site (by whatever 
means) can then serve up the requested language version (providing it 
exists). I haven't tried implementing this, but I don't think that it 
is necessary to resort to javascript. It is definitely something that 
could be integrated using php.
