It is not wrong but it is odd.  Why use character or entity reference when
you can use the '&' character.  But the recommendations from W3C for HTML,
and for XHTML, allow for character and entity references to be used in
attribute values, including href.  This has always been true, ever since Og
invented fire and put up a lynx optimized homepage to show it off.
