Perhaps they want to emulate stem darkening by quantizing the stem widths
away from 0. I do not see any other reason, like you said...

Ok, AF_LATIN_HINTS_HORZ_SNAP is not a big deal, but
AF_LATIN_HINTS_STEM_ADJUST is and should not be done for LCD.
