I think, pango-1.26.0 does not include ftxopen.c.
I downloaded pango-1.26.0.tar.bz2 from:

ftp://ftp.gnome.org:/pub/gnome/sources/pango/1.26/pango-1.26.0.tar.bz2

The SHA256 checksum is

I check if it includes ftxXXXX.c aslike:

$ bzip2 -cd < pango-1.26.0.tar.bz2 | tar tvf - | fgrep ftx 

But I got nothing. So I think pango-1.26.0 does not include
ftxopen.c.

So, at least, the error "FT2 internal header for ftxopen.c
is not found" does not occur in pango-1.26.0.

Pango-1.2.5 is legacy. I don't know what kind of errors occur
when it's combined with freetype-2.3.x, but I think nobody
will work to solve it. I restrict my scope to latest versions
of Pango and FT2.
