The country isn't even enough; for example, I'm in Toronto, in Ontario Canada. The most that could be ascertained from the system is that I'm in Ontario; and even if you could assume I'm in Toronto, there are 5 different cable/satellite providers here, all with different listings.
What I was thinking about was the basic frequency tables that the TV/capture card supports. For the US, IIRC there are two choices: us-bcast and us-cable. I'm sure there are countries with more options, but it is still easier for a newbie than figuring out if he has PAL-I or PAL-M (or whatever)...
