They recording device is set by the VIDEO_GROUPS, there is quite a bit of information in the wiki about this. You should be able to use any device as a recording device. TV_DEVICE is only used in the configuration TV_SETTINGS uses TV_DEVICE and is used in the v4l2 module to initialise the device.
