Are you sure you're using the right tuner set? I use us-cable (I'm in Canada) and it works well, but there are slightly different tables for a lot of regions; like us-bcast etc.
OF course, there is the equally common problem that bttv isn't detecting your hard card. You should check the Cardlist carefully and make sure you have the right one.
