Well, the if the bitrate is referring to the post-encoding bitrate, it would make sense that the file sizes would be the same.

When people say divx is smaller, they are really saying that, at the same level of subjective "quality", divx uses fewer bits/second.

I'm not sure about that; in mencoder, I changed 'vcodec=mpeg4' to 'vcodec=mpeg1video', and the output files sizes were the same size (both ~600MB for one hour). All other settings (bitrate, etc.) were the same.
