I suppose one "could" analyze the Tivo exectuables/modules... whether they could figure out the protocol or not is another issue - meaning if you could add your own interfacing to the system, and utilize their code for interacting with the proprietary card subsystem, then that would be good. But perhaps too much effort.

That would likely be the biggest problem; from what I understand, the Tivo doesn't have a very powerful processor, but offload the heavy lifting of mpeg encoding to a dedicated card. Without information on how that card works, it would be very difficult to make a good replacement.
That said, I imagine the hardest part (a driver for the card) is probably on the Tivo already in the form of a module, but the rest would still need work.

I can't speak for everyone, but I never thought about it, simply because off the shelf hardware is easier to find than an abandoned Tivo.
