So the actual question is what card to buy, considering only tv-out (and reasonable price <100Eur)?
don't really know about the state of the radeon and nvidia cards (well...nvidia will at least need an X-Server), but having just configured my old G400 to run with directfb, it might be an idea to get a Matrox G450 if you don't want to buy the G400 at ebay and are not afraid of some handwork. but *be* aware that making directfb run is no work for linux starters. it involves manual compilation with patching of the kernel and several other things (see the wiki for that). you are likely to get more than one headache from that if you don't have enough experience with linux or unix. there was already a person on this list who gave up on the G450. but the picture quality you get afterwards is top-notch and no X-Server is needed. before consideration you should definately have a look at the wiki and the matrox dfb howto which is linked from there to see whether everything written there looks familiar. if not, you should only go for this solution if you have the time and motivation to learn the things you don't know...
concerning the radeon: i have a radeon mobility 9000 in my laptop and it works pretty well with XFree. I can use -vo xv in mplayer without problems. Maybe your problem is that you are using an out of date XServer? With at least >=4.3 everything should work fine. Or are you somehow talking about running the Xserver on the TV-out or something?
