It's a bit tricky, true.  But, as per the comments in the lirc remote
config file for the Echostar/Dish (BEV), a kernel compiled with HZ=1000
or 1024 is the trick.  At least once I did this it worked reliably for
me.  The range isn't so good, but I have the IR transmitter right next
to my BEV, so that isn't a problem in practice.
