it might be a good idea to modify the local_conf.py example that comes with freevo to have a comment that the newer mencoder requires these changes, or change it so that it's all ready for the newer mencoder and a note on that it needs to be changed for older versions.

If this is a recent version at all then I think your problem is with your VCR_CMD. Instead of using "-tv on:opts..." try "tv:// -tv opts:...." so just add "tv:// " and remove the "on" part after -tv.
