I just bought a Matrox G550 on ebay for $35 CAD.  It's AGP, but Matrox
G* PCI cards are available too.

If you want to buy a card specifically for TV-out, I would avoid Nvidia
if you plan on dealing with interlaced material like video captured from
television.  There is no way to turn off underscanning, at least with
their linux driver (I have not tested under windows), so interlaced
video gets seriously butchered by the time it makes it to your
television.

The Matrox G400/450/550 cards can be found relatively cheaply, they have
good support on Linux, and, near as I can tell, no other video card even
touches these cards on Linux for tv-out quality.
