Are you using OSS or ALSA, analogue or digital sound output. I assume you get sound when you play avi's and mpegs?
Some tuners really suck and require you to put the sound into the input of your soundcard, or require a bridge between the tv-card and the soundcard internally. You may also want to check that your mixer isnt muting something that it shouldnt be.
