If I am not mistaken about this I am sure someone will correct me, but this is
what I think by looking at the files.

/usr/share/freevo/freevo_config.py has the main configuration of freevo as it
should be out of the box (so to speak)

/etc/freevo/local_conf.py contains all the settings you can change which
override the settings in freevo_config.py

they both need to be there and if you look in freevo_config.py there are some
options there that do not exist in local_conf.py.

That is my assumption.  Someone will let me/you know if I am wrong.
