I haven't made the switch from 1.7.0 to 1.7.1 yet, so take this with a grain of salt. I'm wondering if there are different command line options being passed to mplayer than were being passed before. That big a difference in cpu usage makes me think mplayer is using a less-than-optimal video out option. Did you change anything else, like your X server (assuming you're using X)?
