I have wondered this myself, I guess a bit of history that should be 
changed. If should be activated when CONF.xine is defined too.

I would guess that you installed xine after running freevo setup so 
there was no xine command configured in freevo.conf. So just backup up 
your freevo.conf and run freevo setup again.
