this is very strange, but it seems that mail sent to admin is OK, but to 
users it wont work, here is a copy and paste,

[admin@calinux6 /etc]$ sendmail -v xnyx </dev/null
xnyx... Connecting to local...
xnyx... Insufficient permission
/root/dead.letter... Saved message in /root/dead.letter
[admin@calinux6 /etc]$ sendmail -v xnyx </dev/null
xnyx... Connecting to local...
xnyx... Insufficient permission
/root/dead.letter... Saved message in /root/dead.letter
[admin@calinux6 /etc]$ sendmail -v admin </dev/null
admin... Connecting to local...
admin... Sent
[admin@calinux6 /etc]$


here is the contents of the /etc/vsd/priv

[admin@calinux6 /etc]$ cat /etc/vsd/priv
login:
ftp:admin
chrtftp:
mail:admin,xnyx
perl:admin,xnyx
gcc:admin
net:admin,xnyx
telnet:
