no, the file is not "created" when an alias is added, 
we added the virtusertable files directly the skel, it seems that 
becuase admin has no access to write to etc that both files need to be 
created, otherwise the makemap command craps....
touch ./etc/virtusertable
chown admin.admin ./etc/virtusertable
touch ./etc/virtusertable.db
chown admin.admin ./etc/virtusertable.db
