/etc/virtusertable.db

The above file is not created by default by freeVSD when generating a
skel and hence the ...

makemap hash /etc/virtusertable.db < /etc/virtusertable

..command gives permission denied (admin user doesn't have write
permissions to it.)  All that needs to be done is to go into the
skel-repo and ...

touch ./etc/virtusertable.db
chown admin.admin ./etc/virtusertable.db

Could this be in skel-repo by default?
