 Part of the goal of the system is to be available to service peak
 demands. And since loads fluctuate so much, you have to always
 leave some extra space in the system to keep up with synchronicity.

 Even the sewers of New York or chicago are not capable of coping 
 with PEAK loads.... Ask a sanitation engineer what happens on 
 New Years day at 3:12pm....

 You have to plan in slop.... So you must leave some of the CPU
 unplanned for....
