you *do not want* /etc/ to be owned by admin. Root should be the owner of
/etc/, and nobody else should have w rights in that directory!... y you
really need to have a new file for admin in etc... you can first
"touch" as root, and then chown admin.admin .

I remember a long while ago a thread about why root owns /etc/...
