It is possible to give telnet login rights by modifying the /etc/vsd/priv
file. This is a very serious privilege and it should only be granted by the
root user of the hosting server, hence the root ownership. Admins must use
the setrights command.

An admin can only install new software by compiling from source (not using
RPM). When compiling from source normal convention is for packages to
install into /usr/local/etc or /usr/local/bin... admin only has access to
the files in /etc which it safe for admin to have access to, and no others.
