The new improved vsd-install automatically enables diskquotas at install
time based on the filesystems defined in /etc/fstab. It should determine
which filesystem your virtual servers are to be mounted on and modify
/etc/fstab accordingly. Unless your /home directory exists on a different
physical partition to that of /, and therefore has its own entry in
/etc/fstab, quotas will be enabled at the top level of the relevant
filesystem, ie /. This could explain what you are seeing. Alternatively, if
you know this is not the case you had better pass me a copy of your
/etc/fstab and I will see about getting things fixed...
