Not quite. For the virtual server does not have a quota, unless you are
using loopback filesystems.

The virtual server quota is merely a way of restricting the maximum
quota settable across all users within a VS.  We are still using
quotas as implemented in the kernel, which means that from the hosting
server point of view, each virtual server user is unique on the system.

Why not try it ? Simply create a virtual server with 10Mb quota.
Create some users, set their quota to 0K, and create lots of 2Gb files.
