Thanks Nick.  I believe you :).

BTW, you can't create users and explicitly set their quota to 0k - it
gives an error saying that it can't be done.  It's just that when you
create a user (e.g. using 'useradd'), their quota is 0k by default -
does 'useradd' need to be patched to set an initial quota?
