Exactly right. The intention is to reduce the number of patched packages
needed within the skel. As has been pointed out, each package has its own
method of chrooting users. So use the method that relates to your preferred
ftp server by configuring things the way you like it in the skel.
Alternatively, if there are features of pro/wu-ftpd that need to be
available perhaps they could be handled by a mod_proftp or mod_wuftp module?
I know a generic mod_ftp is a possibility (as is a generic mod_mail) but I
believe that the generic approach just leads to offering the lowest common
denominator...

A topic for the heavily under utilised freevsd-devel list perhaps?
