Yes, Virtual mail users are a pretty new thing, and previously a user
was a fully fledged unix user with a /etc/passwd entry etc. They could
enjoy all of the priveledges of a real user. Virtual users on the other
hand do not. The most they can posess is a mailbox. The ability to
specify the number of real users is so that a virtual server can still
be used as if it were actually a real box. Virtual users on the other
hand are there for those that don't need anything other than mail. Say
you own a virtual server and are hosting a domain for someone, you can
provide them with the ability to administer their e-mail accounts etc
without any intervention from yourself (the vs admin).

Yes you can specify the number of virtual mailboxes within a vs. A
virtual user is just an e-mail address, and without a virtual mailbox
they can't actually recieve mail (everything will be forwarded to admin
instead), so the number of virtual mailboxes is the entity that is
controlled. If you look at the vd_add command, you'll see the list of
options you can control.
